Abstract

This research aims to analyze the mechanism of prevention and citizen participation in Venezuela, which is part of the new citizenship protagonist permitted by the Constitution of 1999, throwing reflections on the practice of citizen participation in public policies deployed by the State Venezuelan interest to give positive responses to the perceived needs of the citizens. We reviewed primary sources (Constitution organic laws) and secondary documentary and electronic character, which were subjected to a hermeneutic content analysis.
