Abstract

With the implementation of the 1991 National Constituent Assembly, a new political structure was opened for the country, with the proclamation of the current Colombian constitution, which sought to prepare the country against global changes and the insertion of this in the international context by burying once for all the political practices like the National Front and its alternation of power where they governed every 4 years liberal and conservative thus limiting to small parties their participation in the political scenario. An intense democratic process that was encouraged by Colombian society and which the youth of the time welcomed as a victory. The extradition, the election of mayors by popular election and the entry into force by politicians disguised of political programmatic agreements.
