Abstract

The following article proposes a paradigm shift regarding the assignment of positions at the strategic level of the police forces, some authors Koontz and Weinrich (1999); Although they have not touched the topic directly for the purpose of this study, they give some references for the analysis, categories referring to the managerial competencies approach; In relation to topics of assignment of positions supported by managerial theories Heliriegel et al. (2002), they are considered forceful, reflecting on the need to support said assignments based on the capacities, competencies and achievements of high-ranking officials; It is necessary to take into account the importance of public security institutions in Venezuela, which would correspond to generate extensive requirements that allow candidates to qualify; correlated with the National and State demands at a strategic level; to broaden approach and organization perspectives; Depending on the needs of citizens, in many cases, political trust seems to be the only main requirement taken into account by the direction of the Public Security Corps, in this sense, for this study, criteria that are taxed as a model are energized. management to undertake a balance in the institutions of the Venezuelan nation.
