This refereed article tries to present the theoretical references of the educational thought of Luis Beltrán Prieto Figueroa - Bases for an understanding of his pedagogical ideology. His ideas still influence university and pedagogical environments at different levels. Living the reality of post-Gomez Venezuela allowed
him to glimpse that this would not be possible without taking the destinies of the country towards democracy as a regime of rights and freedoms. He considered education as a public matter, and should not be exclusive to any sector of the population, excluding others, nor respond to particular interests. The influence of the conception of the New School in the country arises as a reforming movement and for the very revolutionary moment of the known school and pedagogy. The present investigation is framed in the eighth matrix line of the UNES: The professional training of the public servant in citizen security and penitentiary service. Potential line: e) Didactic and pedagogical principles that underpin the curricular strategy of the training processes in citizen security and prison service.
